02.11.2026: GSTN Introduces System-Based Automatic Approval of Registration Cancellation Applications under FORM GST REG-16
The GSTN issued Advisory dated 01.11.2026, revising the process for approval of applications for cancellation of GST registration filed through FORM GST REG-16, by introducing system-based validations and electronic approval, subject to fulfilment of the prescribed conditions under Rule 20 of the CGST Rules, 2017. Under the revised mechanism, cancellation applications may be approved automatically without intervention of the jurisdictional tax officer, depending upon the taxpayer category, filing of pending returns and output tax liability.
Initially, the GST portal will verify whether all applicable returns due to be furnished on or before the effective date of cancellation have been filed. The application can be submitted only after filing of such returns. Further, where FORM GSTR-1 or the Invoice Furnishing Facility (IFF) has been furnished for a tax period, the corresponding FORM GSTR-3B is also required to be filed. After successful initial validation, the application may move to the “Pending for Returns Filing” stage where certain returns up to the effective date of cancellation are required to be filed but their respective due dates have not yet expired. The taxpayer must furnish such returns within the prescribed due dates. Failure to do so will result in the application being assigned to the jurisdictional tax officer for further action.
Where all required returns are furnished within the prescribed timelines, the application will be processed differently depending upon the taxpayer category. In the case of composition taxpayers, Non-Resident Taxable Persons (NRTPs), OIDAR taxpayers and Input Service Distributors (ISDs), registration will be cancelled through electronic approval without officer intervention.
For regular, casual and SEZ taxpayers, the system will additionally examine the output tax liability (OTL) for each tax period. Where the OTL does not exceed ₹2.5 lakh for each tax period, registration will be cancelled electronically without intervention of the tax officer. However, where the OTL exceeds ₹2.5 lakh in any tax period, the taxpayer will be required, wherever applicable, to furnish FORM GSTR-10 within three days from the due date of the returns identified at the “Pending for Returns Filing” stage. Where this stage is not applicable, the three-day period will be reckoned from the date of submission of the cancellation application. The application will accordingly move to the “Pending for Final Return” stage. If FORM GSTR-10 is furnished within the prescribed timeline, cancellation will be approved electronically; otherwise, the application will be assigned to the jurisdictional tax officer for further action.
The advisory further clarifies that where an application is assigned to the tax officer and the registration is subsequently cancelled by the officer, the taxpayer will be required to furnish FORM GSTR-10, wherever applicable, within the existing prescribed period of 90 days from the effective date of cancellation.
